Prof. Dr. Judith Domínguez Serrano is a Doctorate in Law from the Autonomous University of Madrid, Spain. She is a Research Professor at the Center for Demographic, Urban and Environmental Studies at El Colegio de México. She has been Academic Coordinator of the Doctorate in Urban and Environmental Studies at El Colegio de México. She worked in the General Sub-Directorate of Planning of the National Water Commission. In 2012, she integrated the position paper on Water Governance in the Americas for the VI World Water Forum, coordinated by the OAS and GWP. She has worked as a consultant on environmental issues for various national (SEMARNAT, INE, CONAGUA, CONEVAL) and international government institutions (IDB, ACAP, GWP, OAS, UNEP, UNOPS, UN HABITAT, ECLAC). She is part of the Technical Committee of the CONACYT Water Management and Research Network (Retgia), of the consolidated research group "Water, Law and Environment of the Faculty of Law of the University of Zaragoza, Spain, and of the network of administrative law research coordinated by the Faculty of Law of the Autonomous University of Madrid.
She has published more than 50 writings between book chapters and magazine articles. She published the books: Water Policy in Mexico through its institutions 1917-2017 (2019); Human Right to Water and Sanitation (2016); Water Quality in Mexico and Spain: Legal and Financial Aspects (2014); and Water and Territory (2013); The Social Monitoring of the Human Right to Water in Mexico (2012); The Prevention and Control of Pollution (2005).
